Summary

To require the Federal Energy Regulatory Commission to consider greenhouse gas emissions related to natural gas pipelines, and for other purposes. This bill requires the Federal Energy Regulatory Commission (FERC) to consider greenhouse gas emissions associated with the construction and operation of a natural gas pipeline when considering whether to issue a certificate of public convenience and necessity for the pipeline. FERC shall also consider the greenhouse gas impacts of the production, transportation and combustion of the natural gas transported through the pipeline.
