A BILL TO BE ENTITLED
 
AN ACT
  relating to the composition of the Public Utility Commission of
  Texas.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Sections 12.051(a) and (b), Utilities Code, are
  amended to read as follows:
         (a)  The commission is composed of five [three]
  commissioners appointed by the governor with the advice and consent
  of the senate.
         (b)  An appointment to the commission shall be made without
  regard to the race, color, disability, sex, religion, age, or
  national origin of the appointee. The appointments shall be made to
  reflect the diverse geographic regions of this state.
         SECTION 2.  The governor shall promptly appoint two
  commissioners to the Public Utility Commission of Texas in
  accordance with Section 12.051, Utilities Code, as amended by this
  Act. The governor shall designate one commissioner to a term that
  expires September 1, 2025, and one commissioner to a term that
  expires September 1, 2027.
         SECTION 3.  This Act takes effect September 1, 2021.
