HOUSE CONCURRENT RESOLUTION
         WHEREAS, John C. Owens of Lubbock is receiving a
  Distinguished Alumni Award from the Texas Tech Alumni Association
  on November 17, 2023; and
         WHEREAS, Each year, the Texas Tech Alumni Association honors
  graduates of Texas Tech University who have made a significant
  impact on the lives of others through their professional
  achievements and community involvement; and
         WHEREAS, John Owens attended Texas Tech on a four-year
  baseball scholarship, and in his senior year, he was named an
  All-Southwest Conference player; he earned a bachelor's degree in
  physical education in 1971 and a master's degree in education in
  1973; for a year, he played professionally with the San Francisco
  Giants organization; he joined the Texas Tech Athletic Department
  in 1973 and rose to become associate athletic director for business
  development; in 1979, he embarked on a new career that would span 42
  years in the banking industry; he cofounded PlainsCapital
  Corporation and PlainsCapital Bank and served as chair of
  PlainsCapital Bank West Texas Region; now retired, he is a member of
  the advisory boards for PlainsCapital Bank in Lubbock and Dallas;
  and
         WHEREAS, Dedicated to his alma mater, Mr. Owens served as
  chair of both the Texas Tech Foundation and the Texas Tech Red
  Raider Club, and he was president of the Texas Tech University
  Lettermen's Association; moreover, he is a member of the Texas Tech
  Alumni Association and the Texas Tech Executive Round Table;
  benefiting the wider community, he is a charter member and former
  vice chair of the Lubbock Power and Light Electric Utility Board,
  and he currently serves on the board of Carillon Senior Living; he
  has also served on the Texas Baptist Foundation Board, and he is a
  supporter of numerous charitable organizations, including the
  American Cancer Society, the March of Dimes, the American Heart
  Association, and the Lubbock Area United Way; and
         WHEREAS, The accomplishments of noteworthy alumni are a
  source of great pride to all those associated with Texas Tech, and
  John Owens is indeed deserving of this prestigious honor; now,
  therefore, be it
         RESOLVED, That the 88th Legislature of the State of Texas,
  4th Called Session, hereby congratulate John C. Owens on being
  named a Distinguished Alumni by the Texas Tech Alumni Association
  and extend to him sincere best wishes for the future; and, be it
  further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Owens as an expression of high regard by the Texas
  House of Representatives and Senate.
