A BILL TO BE ENTITLED
 
AN ACT
  relating to the authority of political subdivisions to establish
  election precincts.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 42.061, Election Code, is amended to
  read as follows:
         (a)  The governing body of a political subdivision other than
  a county may shall establish the election precincts for elections
  ordered by an authority of the political subdivision.
         (c)  An election precinct established for an election
  ordered by a city authority may not divide a county election
  precinct except as necessary to follow the city's boundary.
         (d)  If a county precinct is divided according to Section
  42.061(c)the City shall maintain the informational integrity of the
  county precincts by submitting the voter ID numbers of those who
  cast votes to the county elections office by county precinct as well
  as the election precinct that was created under this section.
         SECTION 2.  Section 42.0615, Election Code, is amended to
  read as follows:
               (2)  Provide the voter registrar with a map of an
  adopted boundary change in a format that is compatible with the
  mapping format used by the registrar's office.
               (3)  Provide the voter registrar with a corresponding
  list of voters in each of the county precincts that have been
  divided.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2019.
