A BILL
To require the Facilities Construction Commission to 1
establish a school security grant program for 2
nonpublic schools and certain local law 3
enforcement agencies and to make an appropriation.4


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. All items in this section are hereby appropriated 5
as designated out of any moneys in the state treasury to the 6
credit of the designated fund. For all appropriations made in this 7
act, those in the first column are for fiscal year 2014 and those 8
in the second column are for fiscal year 2015. The appropriations 9
made in this act are in addition to any other appropriations made 10
for the FY 2014-FY 2015 biennium.11

       SCHOOL SECURITY GRANTS17

       The foregoing appropriation item 230502, School Security 18
Grants, shall be used by the School Facilities Commission to 19
provide funding to all chartered nonpublic schools for school 20
security expenditures related to the purchase and installation of 21
one Multi-Agency Radio Communications System (MARCS) unit per 22
school building. If law enforcement agencies with jurisdiction 23
over all or a portion of the geographical area of a chartered 24
nonpublic school do not use MARCS, a chartered nonpublic school 25
may purchase one emergency communications system compatible with 26
the system or systems in use by law enforcement agencies with 27
jurisdiction over the school territory. A school may apply to the 28
School Facilities Commission for reimbursement up to $2,000 for 29
one MARCS unit or other emergency communications system per school 30
building installed on or after January 1, 2013.31

        Local law enforcement agencies that do not have a MARCS, or 32
other similar unit, and that have jurisdiction over all or a 33
portion of a public or chartered nonpublic school that chooses to 34
participate in the school security grant program, also are 35
permitted to participate in the program. An agency may apply to 36
the School Facilities Commission for reimbursement up to $2,000 37
for one MARCS unit or other emergency communications system 38
installed on or after January 1, 2013.39

        An amount equal to the unexpended, unencumbered portion of 40
the foregoing appropriation item 230502, School Security Grants, 41
at the end of fiscal year 2014 is hereby reappropriated to the 42
Facilities Construction Commission for the same purpose for fiscal 43
year 2015. 44

       Section 2. Within the limits set forth in this act, the 45
Director of Budget and Management shall establish accounts 46
indicating the source and amount of funds for each appropriation 47
made in this act, and shall determine the form and manner in which 48
appropriation accounts shall be maintained. Expenditures from 49
appropriations contained in this act shall be accounted for as 50
though made in the main operating appropriations act of the 130th 51
General Assembly.52

        The appropriations made in this act are subject to all 53
provisions of the main operating appropriations act of the 130th 54
General Assembly that are generally applicable to such 55
appropriations.56
