        AN ACT to amend the New York state urban development corporation act, in
          relation to the establishment of  a  technical  assistance  evaluation
          study and partnership
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1. Section 1 of chapter 174 of the laws of 1968,  constituting
     2  the  New  York  state  urban  development corporation act, is amended by
     3  adding a new section 9-g to read as follows:
     4    § 9-g. Creating a technical assistance evaluation study  and  partner-
     5  ship.  (1)  The  corporation shall evaluate the geographical coverage of
     6  programs overseen by the corporation and those supported by other  state
     7  funds that seek to offer technical assistance, including, but not limit-
     8  ed to, entrepreneurial assistance, business start-up, growth, and expan-
     9  sion, to communities with a predominantly minority population.
    10    (2)  If  upon  completion  of the study required in subdivision one of
    11  this section the corporation finds that there are gaps in  the  coverage
    12  area,  the  corporation  shall  work  with  not-for-profit corporations,
    13  including, but not limited to, community-based organizations, to supple-
    14  ment the technical assistance  needs  of  the  communities  and  provide
    15  convenient hours of operation and technical assistance.
    16    § 2. This act shall take effect immediately.
