       AN ACT to amend the education law, in relation to release of records
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Section 2-a of the education law is amended by adding a new
    2  closing paragraph to read as follows:
    3    WITHIN TWO DAYS OF BEING NOTIFIED THAT  A  CHILD  HAS  TRANSFERRED  TO
    4  ANOTHER  SCHOOL  DISTRICT  OR  TO  A  PRIVATE  OR CHARTER SCHOOL, SCHOOL
    5  AUTHORITIES IN THE SCHOOL DISTRICT OR PRIVATE SCHOOL OR  CHARTER  SCHOOL
    6  IN  WHICH  THE  CHILD  WAS PREVIOUSLY ENROLLED SHALL TRANSFER ALL OF THE
    7  CHILD'S RECORDS TO THE SCHOOL IN  WHICH  THE  CHILD  HAS  ENROLLED.  FOR
    8  PURPOSES OF THIS SECTION STUDENT RECORDS SHALL INCLUDE ALL RECORDS MAIN-
    9  TAINED  BY  A  SCHOOL  OR  SCHOOL  DISTRICT  WHICH  ARE  SUBJECT  TO THE
   10  PROVISIONS OF 20 USC 1232-G.
   11    S 2. This act shall take effect immediately.
