Bill Title: Provides state aid to certain municipalities to offset tax exempt land, and certain housing and infrastructure costs for the state fiscal year beginning April 1 next succeeding the effective date, and each fiscal year thereafter; directs the director of the budget to create a formula for the amounts of such aid, and to select municipalities to receive such aid.
