STATEMENT

This bill provides that charter schools will be subject to review and evaluation under the New Jersey Quality Single Accountability Continuum (NJ QSAC) that was established in 2005 for the monitoring of public school districts.  Under NJ QSAC, the commissioner will determine a charter school's capacity and effectiveness using the quality performance indicators for each of the five key components of school district effectiveness: instruction and program; personnel; fiscal management; operations; and governance.  Based on a charter school's compliance with the quality performance indicators, the commissioner will place the charter school on a performance continuum that will determine the type and level of oversight and support the charter school receives.
