Summary

Altering the procedures used by the Police Commissioner of Baltimore City to award promotional appointments; and authorizing the Commissioner to remove certain applicants from the list of eligible appointees if the Civilian Review Board has sustained a certain misconduct complaint against the applicant between the time the applicant applied for the promotion and the time in which the applicant is to be selected for the promotion.
