Requires the bureau of motor vehicles (bureau) to: (1) add the name of a person against whom the bureau has taken administrative action for operating a motor vehicle without financial responsibility (person) to the registry of previously uninsured motorists; and (2) remove the name of a person from the registry not more than five years after the date on which the administrative action by the bureau for which the person's name is maintained on the registry was entered against the person.
