Bill Title: Amends the State Finance Act. Creates the Little League Fund. Amends the Illinois Vehicle Code. Provides that the Secretary of State may issue Little League Plates. Provides that the cost of initial issuance of these plates shall cost $25 in addition to any other fees, $10 of which will go to the Little League Fund and $15 of which will go to the Secretary of State Special License Plate Fund. Provides that renewal of these plates will cost $25, $23 of which will go to the Little League Fund and $2 of which will go to the Secretary of State Special License Plate Fund. Allows for distribution, subject to appropriation, of money from the Little League Fund as grants to local little league organizations in proportion to their membership size.

1 AN ACT concerning transportation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The State Finance Act is amended by adding
5Section 5.855 as follows:
6 (30 ILCS 105/5.855 new)
7 Sec. 5.855. The Little League Fund.
8 Section 10. The Illinois Vehicle Code is amended by adding
9Section 3-699.14 as follows:

11 Sec. 3-699.14. Little League plates.
12 (a) The Secretary, upon receipt of all applicable fees and
13applications made in the form prescribed by the Secretary, may
14issue special registration plates designated as Little League
15license plates. The special plates issued under this Section
16shall be affixed only to passenger vehicles of the first
17division or motor vehicles of the second division weighing not
18more than 8,000 pounds. Plates issued under this Section shall
19expire according to the multi-year procedure established by
20Section 3-414.1 of this Code.
21 (b) The design and color of the special plates shall be

1wholly within the discretion of the Secretary. Appropriate
2documentation, as determined by the Secretary, shall accompany
3each application.
4 (c) An applicant for the special plate shall be charged a
5$25 fee for original issuance in addition to the appropriate
6registration fee. Of this fee, $10 shall be deposited into the
7Little League Fund and $15 shall be deposited into the
8Secretary of State Special License Plate Fund, to be used by
9the Secretary to help defray the administrative processing
10costs.
11 For each registration renewal period, a $25 fee, in
12addition to the appropriate registration fee, shall be charged.
13Of this fee, $23 shall be deposited into the Little League Fund
14and $2 shall be deposited into the Secretary of State Special
15License Plate Fund.
16 (d) The Little League Fund is created as a special fund in
17the State treasury. All money in the Little League Fund shall
18be paid, subject to appropriation by the General Assembly and
19distribution by the Secretary, as grants to local little league
20organizations in proportion to their membership size.
