Bill Title: Amends the Environmental Protection Act. Creates the State-funded Watershed Grant Program. Allows a person who has applied for a grant that is financed under a specified provision of the federal Water Pollution Control Act to obtain financial assistance to cover up to 50% of the 40% nonfederal match that the applicant is required to supply in order to obtain financial assistance for a nonpoint source project under the cited provision of the federal Water Pollution Control Act. Establishes the Watershed Protection Grant Program Fund as a special fund in the State treasury. Requires the Illinois Environmental Protection Agency to adopt rules to implement and administer the program. Amends the State Finance Act. Creates the Watershed Protection Grant Program Fund as a special fund in the State treasury. Effective July 1, 2024.
