Bill Title: Amends the Public Utilities Act. Provides that if an investor-owned water or sewer utility acquires another water or sewer utility, any subsequent rate increase to finance the acquisition shall only be paid by the customers in the new district or tariff group and not the existing customers of the investor-owned water or sewer utility or its existing tariff group. Provides that any capital investments or improvements made by an investor-owned water or sewer utility shall not be financed by the existing customers of the utility and shall only be paid for by customers that live in the district that received the capital investments or improvements. Repeals a provision on the valuation of water and sewer utilities on January 1, 2023 (instead of June 1, 2028).
