HOUSE RESOLUTION

 

 

urging THE Hawaii state GOVERNMENT to restrict INTERNAL dissemination of chinese COMMUNIST PARTY propaganda.

 

 

 


     WHEREAS, confronting the threat of the Chinese Communist Party is the Federal Bureau of Investigation's top counterintelligence priority; and

 

WHEREAS, FBI Director Christopher Wray has identified the counterintelligence and economic espionage threat from China as the United States' greatest long-term danger to intellectual property and economic vitality; and

 

     WHEREAS, China Daily is an English-language newspaper owned by the Central Propaganda Department of the Chinese Communist Party; and

 

     WHEREAS, China Daily is distributed free-of-charge upon request to offices in Hawaii's legislative and executive branches; and

 

WHEREAS, according to the FBI, the Chinese Communist Party is employing tactics that seek to influence lawmakers to achieve policies that are more favorable to China, with the free delivery of China Daily to the Hawaiʻi State Capitol being one such method; and

 

WHEREAS, China Daily has been registered as a foreign agent in the United States since 1983; and

 

     WHEREAS, the Chinese Communist Party's Information Office has stated China Daily is "one of [the] most important tools in carrying out external propaganda"; and

 

     WHEREAS, China Daily has on numerous occasions come under scrutiny for publishing fabricated content, spreading disinformation, and engaging in censorship and propaganda; and

 

     WHEREAS, the information an individual is exposed to largely defines their viewpoints; and

 

WHEREAS, the distribution and consumption of knowingly propagandistic content based in anti-Western sentiment by elected officials is counterproductive to the operations of the Hawaii State Government; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, that the distribution of China Daily by request and free of charge within Hawaii State Government be immediately ceased; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor and Lieutenant Governor of the State of Hawaii, the President of the Hawaii State Senate, the Speaker of the Hawaii State House of Representatives, the Sergeant-At-Arms of the Hawaii State Senate, and the Sergeant-At-Arms of the Hawaii State House of Representatives.
