AN ACT CONCERNING THE DEPARTMENT OF ECONOMIC AND COMMUNITY DEVELOPMENT.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective October 1, 2011) (a) The Commissioner of Economic and Community Development shall annually conduct a study of the housing policies of the state. Such study shall examine each housing program and the policy it was designed to address. Information on each program shall be collected from municipalities, housing authorities, nonprofit corporations engaged in housing programs, persons served by such projects and other sources identified by the commissioner. The study shall identify those housing policies that need further clarification and support.

(b) Such study shall include, but need not be limited to, (1) any available data indicating the efficacy of each program in carrying out the housing policy it is intended to address, (2) a cost-benefit analysis of each program, (3) an analysis of the past five years' performance of each program, including a consideration of available funding, and (4) recommendations for programs to address housing policies not currently receiving adequate funding.

(c) Not later than December 31, 2011, and annually thereafter, the commissioner shall submit a report, in accordance with section 11-4a of the general statutes, to the joint standing committee of the General Assembly having cognizance of matters relating to housing, that shall contain the results of the study required pursuant to this section.

This act shall take effect as follows and shall amend the following sections:
