FLOOR AMENDMENT EXPLANATION

 

 

States that the proposed aggravating factor to be considered in a capital case will be based on whether there is a substantial likelihood, instead of an existence of a probability, that the defendant would commit criminal acts of violence that constitute a continuing threat to society.
