WHEREAS, Bradford Windley Phillips, a distinguished attorney who made numerous contributions to the Hampton community through his commitment to civic engagement and servant leadership, died on April 10, 2024; and
WHEREAS, after growing up in Ashland, Bradford Windley "Carter" Phillips earned a bachelor's degree from Lynchburg University and a law degree from Campbell University in North Carolina; and
WHEREAS, Carter Phillips was passionate about law and served his clients with great integrity and dedication, specializing in criminal matters and juvenile and domestic relations cases; and
WHEREAS, over the course of his career, Carter Phillips worked for the Peninsula Legal Aid Center, Inc., was an associate in the office of Walter C. Whitt, Jr., P.C., and established The Law Office of Carter Phillips in Hampton, where he had lived since 1990; and
WHEREAS, Carter Phillips was an advocate for justice and the democratic process and volunteered his time and talents to enhance the quality of life for all of his fellow Hampton residents; he served as a longtime member and former chair of the Hampton Democratic Committee; and
WHEREAS, Carter Phillips enjoyed fellowship and worship with the community as a member of Immaculate Conception Catholic Church, where he was a member of the Knights of Columbus; and
WHEREAS, outside of his career and community service, Carter Phillips was an avid fan of the Green Bay Packers and never missed a game; and
WHEREAS, Carter Phillips will be fondly remembered and greatly missed by his wife, Terri; his son, John, and his family; and numerous other family members, friends, and colleagues; now, therefore, be it
RESOLVED, That the House of Delegates hereby note with great sadness the loss of Bradford Windley Phillips, a respected attorney and community leader in Hampton; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Bradford Windley Phillips as an expression of the House of Delegates' respect for his memory.
