HOUSE JOINT RESOLUTION NO. 6001
Limiting legislation to be considered by the 2023 Special Session I of the General Assembly and establishing a schedule for the conduct of business coming before such Special Session.

RESOLVED by the House of Delegates, the Senate concurring, That during the 2023 Special Session I of the General Assembly, summoned by proclamation of the Governor on Tuesday, August 29, 2023 to begin Wednesday, September 6, 2023 at 10:00 AM, except with the unanimous consent of the house in which the legislation is offered, no bill, joint resolution, or resolution shall be offered or considered in either house during the Special Session other than (i) a Budget Bill; (ii) single-house commending resolutions; or (iii) bills, joint resolutions, or resolutions affecting the rules of procedure or schedule of business of the General Assembly, either of its houses, or any of its committees; and, be it

RESOLVED FURTHER, That after the Special Session is convened for the first time, each body may adjourn from time-to-time until reconvened with at least 48 hours' notice by the respective call of the Speaker of the House of Delegates and the Chair of the Senate Committee on Rules; and, be it

RESOLVED FURTHER, That for purposes of this resolution:

"Budget Bill" means a general appropriation bill introduced in each house that authorizes or commits the expenditure of public revenues during the Commonwealth's fiscal year ending June 30, 2024; and, be it

RESOLVED FURTHER, That the failure of the General Assembly to act on an appointment made by the Joint Committee on Rules to the Board of Trustees of the Virginia Retirement System at the 2023 Regular Session of the General Assembly or at this subsequent special session, shall not be deemed to be a failure to confirm any such appointment and shall not render any such appointee ineligible for reappointment at the next regular session of the General Assembly.

RESOLVED FINALLY, That the 2023 Special Session I of the General Assembly shall be governed by the following procedural rules:

Rule 1. Neither house shall receive, consider, or vote on any committee amendment, floor amendment or amendment of the other house to the Budget Bill.  No engrossment of the Budget Bill shall be required in either house.

Rule 2. Neither house shall consider such Budget Bill earlier than 48 hours after introduction, unless both houses respectively determine to proceed earlier by a vote of two-thirds of the members voting in each house.  A report shall be issued concurrently with the introduction of the Budget Bill that identifies the following by item number, narrative description, and dollar amount: (i) any item in the Budget Bill that was not included in a general appropriation bill as passed by either the House or the Senate during the 2023 Regular Session and (ii) any item that represents legislation that failed in either house during the 2023 Regular Session.
