WHEREAS, Richard F. Downer of Herndon, an admired and respected public servant, will retire from the Town Council of Herndon in 2010; and WHEREAS, a resident of Herndon for more than 50 years, Richard Downer desired to serve his community and fellow citizens and began his service on the Herndon Town Council in 1971; he served two terms between 1971 and 1974 and five terms between 1990 and 2000 and was elected to an eighth term in May 2008; and WHEREAS, Richard Downer serves on the Trolley Committee and as an alternate on the Interview Committee; he is also an alternate representative to the Inter-jurisdictional Committee with Fairfax County; and WHEREAS, actively involved in his community, Richard Downer has served on the town's Architectural Review Board and Solid Waste Study Committee; as a founding member of the Herndon Police Citizens' Support Team; and as a Dranesville District Representative for the Fairfax County Dulles Corridor Land Use Task Force Committee; and WHEREAS, Richard Downer is active on numerous civic boards and committees, including as treasurer for the Herndon Foundation for the Cultural Arts, the Herndon Historical Society, and the Herndon Downtown Alliance; as a member of the board of directors of the Elden Street Players; and as cochairman of the Rotary Club of Herndon's Dolly Parton's Imagination Library; he has also served as past president of the Greater Herndon Jaycees; and WHEREAS, Richard Downer has received numerous awards and accolades in recognition of his selfless service to his beloved Herndon, including the Rotary Club of Herndon's Citizen of the Year Award and "Service Above Self" Award; the Town of Herndon Distinguished Volunteer Award; Fairfax County "Lord Fairfax" Award; the Greater Herndon Jaycees Outstanding Alumnus Award; and the Herndon Chamber of Commerce Business Citizen of the Year Award; and WHEREAS, a graduate of Herndon High School and the University of Virginia, Richard Downer is a successful entrepreneur who established his own independent insurance agency, HRI Associates, in 1972, which is now owned by his son; and WHEREAS, a tireless supporter of the Herndon community, Richard Downer has worked to ensure the efficient operation of local government for the betterment of the citizens of Herndon; now, therefore, be it RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend Richard F. Downer for his contributions to the Town of Herndon as a member of the town council; and, be it RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Richard F. Downer as an expression of the General Assembly's gratitude for his commitment and service to the residents of Herndon. |
