Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Chapter 6 of Title 33.2 a section numbered 33.2-617 as follows:

§33.2-617. Toll relief program; low-income residents.

The Department shall establish and administer toll-relief programs for low-income residents of any locality impacted by the presence of a toll facility in proximity to such locality, as determined by the Department. The Department may establish eligibility limitations and requirements for participants in any such programs, provided such limitations and requirements do not unduly interfere with the purpose of such program to provide toll relief to low-income residents. The Department shall, when possible, partner with the operator of the toll facility in planning, administering, and financing any such program.
