A JOINT RESOLUTION
  proposing a constitutional amendment recognizing the right of a
  person to travel in a vehicle using human decision-making to
  operate the vehicle.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Article I, Texas Constitution, is amended by
  adding Section 36 to read as follows:
         Sec. 36.  (a)  A person has the right to travel in a vehicle
  using human decision-making to operate the vehicle, subject to:
               (1)  laws or regulations relating to:
                     (A)  who is authorized to operate a vehicle, a
  type of vehicle, or a class of vehicles; or
                     (B)  the mental or physical competency required to
  operate a vehicle;
               (2)  laws or regulations that impose or are subject to a
  criminal penalty; and
               (3)  restrictions on the use of a vehicle resulting
  from the commission of a criminal offense or other violation of a
  law or regulation.
         (b)  A law or regulation may not be enacted or adopted for the
  purpose of abridging the right granted by this section. A law or
  regulation enacted or adopted in violation of this subsection is
  void and unenforceable.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 7, 2023.  
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment recognizing the right
  of a person to travel in a vehicle using human decision-making to
  operate the vehicle."
