| relating to the means by which schools are compared in the Public | ||
| School Accountability System. | ||
| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Section 39.053, Education Code, is amended by | ||
| adding Subsection (c-4) to read as follows: | ||
| (c-4) For purposes of Subsection (c)(2)(B), the | ||
| commissioner may not compare the relative performance of a campus | ||
| in a district in which student enrollment is based only on a | ||
| student's residence and the relative performance of a campus in a | ||
| district in which a student's parent or person standing in parental | ||
| relation to the student is allowed to enroll the student at a campus | ||
| other than the campus in which the student would attend based on the | ||
| student's residence. | ||
| SECTION 2. This Act applies beginning with the 2021-2022 | ||
| school year. | ||
| SECTION 3. This Act takes effect immediately if it receives | ||
| a vote of two-thirds of all the members elected to each house, as | ||
| provided by Section 39, Article III, Texas Constitution. If this | ||
| Act does not receive the vote necessary for immediate effect, this | ||
| Act takes effect September 1, 2021. | ||
