A BILL TO BE ENTITLED
 
AN ACT
  relating to the provision of home-taught driver education courses
  by state agencies.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 521.205, Transportation Code, is amended
  by adding Subsection (e) to read as follows:
         (e)  A state agency may not develop or provide a driver
  education course, including course materials, under this section
  directly or through contract.
         SECTION 2.  The change in law made by Section 521.205,
  Transportation Code, as amended by this Act, applies only to a
  driver education course approved under that section for which
  materials are purchased on or after the effective date of this Act.  
  A course for which materials are purchased before the effective
  date of this Act is governed by the law in effect on the date course
  materials were purchased, and that law is continued in effect for
  that purpose.
         SECTION 3.  This Act takes effect September 1, 2013.
