Amend CSSB 14 (house committee report) on page 4, between lines 18 and 19, by inserting the following:

Sec. 161.7035.  MENTAL HEALTH SERVICES. (a) In this section:

(1)  "Local behavioral health authority" means an authority designated by the commission under Section 533.0356.

(2)  "Local mental health authority" has the meaning assigned by Section 531.002.

(b)  The commission shall contract with local mental health authorities and local behavioral health authorities to provide mental health services to:

(1)  a child to whom an exception under Section 161.703(b) applies; or

(2)  a child who has been diagnosed by a physician or health care provider with severe gender dysphoria and is prohibited under Section 161.702 from receiving a procedure or treatment for the gender dysphoria.

(c)  The commission shall pay for the cost of any mental health services provided under this section. Section 161.704 does not apply to mental health services provided under this section.
