A RESOLUTION

Directing the Legislative Budget and Finance Committee to

conduct a study on the fiscal impact of gateway tolling,

3

including fees for motorists entering or exiting this

4

Commonwealth on interstate highways, to perform a cost

5

analysis on the implementation of tolling booths, including

6

the cost of labor to operate the tolling booths on interstate

7

highways, and to make a report.

WHEREAS, The need for a dedicated income source for mass

9

transit is of paramount importance to this Commonwealth; and

10

WHEREAS, Every possible source of income needs to be

11

considered and examined in detail; and

12

WHEREAS, The practice of collecting fees from vehicles

13

entering or exiting this Commonwealth, or both, known as gateway

14

tolling, is used by other states as a dedicated source of

15

income; and

16

WHEREAS, There has yet to be a reliable and official study

17

conducted to determine the fiscal impact of gateway tolling in

18

Pennsylvania; therefore be it

19

RESOLVED, That the Legislative Budget and Finance Committee

conduct a study on the fiscal impact of gateway tolling,

2

including fees for motorists entering or exiting this

3

Commonwealth on interstate highways, as well as a cost analysis

4

on the implementation of tolling booths and the cost of labor to

5

operate the booths; and be it further

6

RESOLVED, That the study include detailed information

7

regarding one-way tolling and two-way tolling, including

8

recommendations as to which interstates would be best suited to

9

collect the tolls; and be it further

10

RESOLVED, That the Legislative Budget and Finance Committee

11

report its findings to the House of Representatives no later

12

than May 1, 2009.
