BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF OHIO
(THE SENATE CONCURRING):
WHEREAS, Caregiving is an essential element of family life | 4 |
and a vital service for children, the ill, the disabled, and the | 5 |
elderly; and | 6 |
WHEREAS, The average Ohioan will be a caregiver for 4.2 | 7 |
years; and | 8 |
WHEREAS, Approximately two-thirds of all caregivers in Ohio | 9 |
are women; and | 10 |
WHEREAS, Caregivers who take time off from paid work to care | 11 |
for family members are unable to pay into the Social Security | 12 |
Trust Funds and are unfairly penalized in retirement; and | 13 |
WHEREAS, The establishment of a caregiver credit would | 14 |
bolster economic prospects of unpaid caregivers and provide them | 15 |
with vital retirement security; and | 16 |
WHEREAS, The President and Congress now have the opportunity | 17 |
to support unpaid caregivers by amending the Social Security Act | 18 |
to credit individuals serving as caregivers of dependent relatives | 19 |
for up to five years of such service; now therefore be it | 20 |
RESOLVED, That we, the members of the 130th General Assembly | 21 |
of the State of Ohio, on behalf of all citizens of this state, | 22 |
urge the President of the United States and the Congress of the | 23 |
United States to pass the Social Security Caregiver Credit Act of | 24 |
2014, H.R. 5024 of the 113th Congress; and be it further | 25 |
RESOLVED, That the Clerk of the House of Representatives | 26 |
transmit duly authenticated copies of this resolution to the | 27 |
President of the United States, the President Pro Tempore and | 28 |
Secretary of the United States Senate, the Speaker and Clerk of | 29 |
the United States House of Representatives, each member of the | 30 |
Ohio Congressional delegation, and the news media of Ohio. | 31 |
