A CONCURRENT RESOLUTION
To urge the Congress of the United States and the 1
President of the United States to pass the Social 2
Security Caregiver Credit Act of 2014. 3


BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF OHIO
(THE SENATE CONCURRING):


       WHEREAS, Caregiving is an essential element of family life 4
and a vital service for children, the ill, the disabled, and the 5
elderly; and6

       WHEREAS, The average Ohioan will be a caregiver for 4.2 7
years; and8

       WHEREAS, Approximately two-thirds of all caregivers in Ohio 9
are women; and10

       WHEREAS, Caregivers who take time off from paid work to care 11
for family members are unable to pay into the Social Security 12
Trust Funds and are unfairly penalized in retirement; and13

       WHEREAS, The establishment of a caregiver credit would 14
bolster economic prospects of unpaid caregivers and provide them 15
with vital retirement security; and16

       WHEREAS, The President and Congress now have the opportunity 17
to support unpaid caregivers by amending the Social Security Act 18
to credit individuals serving as caregivers of dependent relatives 19
for up to five years of such service; now therefore be it20

       RESOLVED, That we, the members of the 130th General Assembly 21
of the State of Ohio, on behalf of all citizens of this state, 22
urge the President of the United States and the Congress of the 23
United States to pass the Social Security Caregiver Credit Act of 24
2014, H.R. 5024 of the 113th Congress; and be it further25

       RESOLVED, That the Clerk of the House of Representatives 26
transmit duly authenticated copies of this resolution to the 27
President of the United States, the President Pro Tempore and 28
Secretary of the United States Senate, the Speaker and Clerk of 29
the United States House of Representatives, each member of the 30
Ohio Congressional delegation, and the news media of Ohio.31
