A BILL
To create the Veterans and Medicaid Eligibility Study 1
Committee and the Health Care Access and 2
Innovation Study Committee.3


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. (A) As used in this section, "Medicaid" has the 4
same meaning as in section 5162.01 of the Revised Code.5

       (B) There is hereby created the Veterans and Medicaid 6
Eligibility Study Committee. The Committee shall consist of the 7
following members:8

       (1) Three members of the House of Representatives, two from 9
the majority party and one from the minority party, appointed by 10
the Speaker of the House of Representatives;11

       (2) Three members of the Senate, two from the majority party 12
and one from the minority party, appointed by the Senate 13
President;14

       (3) The Director of Veterans Services, or a designee of the 15
Director;16

       (4) The Medicaid Director, or a designee of the Director;17

       (5) The Adjutant General of the Ohio National Guard, or a 18
designee of the Adjutant General.19

       (C) Members of the Committee shall be appointed not later 20
than fifteen days after the effective date of this section. 21
Vacancies shall be filled in the same manner as the original 22
appointments. Each member of the Committee who is a member of the 23
General Assembly shall hold office during the General Assembly in 24
which the member is appointed and until a successor has been 25
appointed, notwithstanding the adjournment sine die of the General 26
Assembly in which the member was appointed or the expiration of 27
the member's term as a member of the General Assembly. Each member 28
shall serve without compensation or reimbursement for expenses 29
incurred while serving on the Committee, except to the extent that 30
serving on the Committee is considered to be among the member's 31
employment duties.32

       (D) The Speaker of the House of Representatives shall 33
designate one of the members of the House of Representatives from 34
the majority party to serve as chairperson of the Committee. The 35
staff of the Legislative Service Commission shall provide 36
technical and administrative support as needed by the Committee. 37
The Committee shall hold its initial meeting as soon as 38
practicable after the last member of the Committee is appointed. 39
All subsequent meetings shall be held at the call of the 40
chairperson. 41

       (E) The Committee shall do both of the following:42

       (1) Examine the health care needs of veterans, including 43
their access to health care practitioners, health insurance 44
coverage, and eligibility for Medicaid;45

       (2) Not later than six months after the effective date of 46
this section, submit a report to the General Assembly in 47
accordance with section 101.68 of the Revised Code that includes 48
policy recommendations addressing the following topics:49

       (a) Gaps in health care coverage for veterans and the means 50
by which this coverage can be achieved, including obtaining any 51
necessary federal Medicaid waiver;52

       (b) Proposals for creating a state program that addresses the 53
health care needs of veterans who may be eligible for both 54
Medicaid and health care benefits provided through the United 55
States Department of Veterans Affairs or other military-based 56
health care programs.57

       (F) The Committee shall cease to exist on submission of its 58
report.59

       Section 2. (A) As used in this section, "Medicaid" has the 60
same meaning as in section 5162.01 of the Revised Code.61

       (B) There is hereby created the Health Care Access and 62
Innovation Study Committee. The Committee shall consist of the 63
following members:64

       (1) Three members of the House of Representatives, two from 65
the majority party and one from the minority party, appointed by 66
the Speaker of the House of Representatives;67

       (2) Three members of the Senate, two from the majority party 68
and one from the minority party, appointed by the President of the 69
Senate;70

       (3) The Medicaid Director, or a designee of the Director;71

       (4) A representative of the State Medical Board designated by 72
the President of the Board;73

       (5) A representative of the Board of Nursing designated by 74
the President of the Board;75

       (6) Individuals representing organizations involved in health 76
care issues jointly appointed by the Speaker of the House of 77
Representatives and the President of the Senate.78

       (C) Members of the Committee shall be appointed not later 79
than fifteen days after the effective date of this section. 80
Vacancies shall be filled in the same manner as the original 81
appointments. Each member of the Committee who is a member of the 82
General Assembly shall hold office during the General Assembly in 83
which the member is appointed and until a successor has been 84
appointed, notwithstanding the adjournment sine die of the General 85
Assembly in which the member was appointed or the expiration of 86
the member's term as a member of the General Assembly. Each member 87
shall serve without compensation or reimbursement for expenses 88
incurred while serving on the Committee, except to the extent that 89
serving on the Committee is considered to be among the member's 90
employment duties.91

       (D) The Speaker of the House of Representatives shall 92
designate one of the members of the House of Representatives from 93
the majority party to serve as chairperson of the Committee. The 94
staff of the Legislative Service Commission shall provide 95
technical and administrative support as needed by the Committee. 96
The Committee shall hold its initial meeting as soon as 97
practicable after the last member of the Committee is appointed. 98
All subsequent meetings shall be held at the call of the 99
chairperson.100

       (E)(1) The Committee shall study all of the following:101

       (a) Reforming state statutes and rules regarding the 102
regulation of health care professionals and their scopes of 103
practice;104

       (b) Reforming the Medicaid program's payment rates for health 105
care professionals providing Medicaid services;106

       (c) Establishing payment models for group appointments, 107
telehealth services, and innovative care delivery systems.108

       (2) Not later than six months after the effective date of 109
this section, the Committee shall submit a report to the General 110
Assembly in accordance with section 101.68 of the Revised Code 111
that includes policy recommendations based on its findings from 112
the study conducted under division (E)(1) of this section.113

       (F) The Committee shall cease to exist on submission of its 114
report.115
