          printed to be committed to the Committee on Education

        AN ACT to amend the education law, in  relation  to  providing  critical
          incident mapping data relating to school safety plans

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. The opening paragraph and paragraphs c and h of subdivision
     2  3 of section 2801-a of the education law, as amended  by  section  1  of
     3  part  B  of  chapter 54 of the laws of 2016, are amended and a new para-
     4  graph i is added to read as follows:
     5    A building level emergency response plan, developed by  the  building-
     6  level  emergency  response  team  defined  in  subdivision  four of this
     7  section, shall be kept confidential, including but not  limited  to  the
     8  floor  plans, blueprints, schematics or other maps of the school interi-
     9  or, school grounds and road maps of the immediate surrounding area,  and
    10  critical  incident  mapping  data  and  shall not be disclosed except to
    11  authorized department or school staff, and law enforcement officers, and
    12  shall include the following elements:
    13    c. floor plans, blueprints, schematics or other  maps  of  the  school
    14  interior,  school  grounds  and  road  maps of the immediate surrounding
    15  area, and critical incident mapping data;
    16    h. policies and procedures for securing and restricting access to  the
    17  crime  scene in order to preserve evidence in cases of violent crimes on
    18  school property[.]; and
    19    i. critical incident mapping data provided pursuant to  this  subdivi-
    20  sion shall:
    21    (i)  be  compatible with software platforms used by a local, state, or
    22  federal public safety agency that provide emergency services;
    23    (ii) be provided in a printable format; and
    24    (iii) be verified for accuracy through  an  annual  walkthrough  of  a
    25  school building and school grounds.

     1    §  2.  Section  2801-a of the education law is amended by adding a new
     2  subdivision 11 to read as follows:
     3    11.  For  purposes  of  this section, "critical incident mapping data"
     4  means information provided in an electronic or digital format to  assist
     5  law   enforcement   or  emergency  first  responders  in  an  emergency.
     6  Districts shall make every effort to provide:
     7    a. aerial imagery of a school building;
     8    b. site specific labeling that matches the  structure  of  the  school
     9  building,  including building access points, room labels, hallway names,
    10  external door or stairwell numbers, locations of hazardous materials and
    11  utility shut offs, key boxes,  automated  external  defibrillators,  and
    12  trauma kits; and
    13    c.  site  specific labeling that matches the school grounds, including
    14  parking areas, athletic fields, surrounding roads, and neighboring prop-
    15  erties.
    16    § 3. This act shall take effect immediately.
