Assembly Resolution No. 192 BY: M. of A. McMahon CONGRATULATING Rhonda Frederick upon the occasion of her retirement after 43 years of distinguished service to People Inc. WHEREAS, It is the sense of this Legislative Body to recognize and honor those distinguished citizens of this great Empire State who have devoted themselves to faithfully serving the best interests of their community and the needs of its residents; and WHEREAS, Attendant to such concern, and in full accord with its long-standing traditions, this Legislative Body is justly proud to congratulate Rhonda Frederick upon the occasion of her retirement after 43 years of distinguished service to People Inc.; and WHEREAS, In 1980, after graduating from Rochester Institute of Technology with a bachelor's degree in social work, Rhonda Frederick began her illustrious career in an entry-level direct support position in a group home at People Inc., Western New York's largest nonprofit health and human services agency; and WHEREAS, With a steadfast and unwavering commitment to this vital agency, Rhonda Frederick rose through the ranks, advancing to senior social worker, then program administrator and director of program development, all while earning her master's degree in public administration from Canisius College; and WHEREAS, Rhonda Frederick spent more than 12 years as Chief Operating Officer before she was appointed President and CEO in the fall of 2014, the esteemed positions from which she will officially retire on April 7, 2023; and WHEREAS, Under the able leadership of Rhonda Frederick, People Inc. provides programs and support to more than 12,000 people with intellectual and developmental disabilities, families, and older adults throughout Western New York and the greater Rochester region; and WHEREAS, During her nine years at the helm of People Inc., Rhonda Frederick grew the nonprofit's annual revenue from $140 million when she took over, to $200 million today; she was also instrumental in People Inc.'s employee growth from 3,200 to its current 4,000; and WHEREAS, Rhonda Frederick played a key role in starting People Inc. Senior Living, which now has 20 apartment buildings for older adults who meet federally-mandated income guidelines; in addition, during her tenure, People Inc. has grown to approximately 150 group homes and the last decade has included many affiliation, mergers and partnerships; and WHEREAS, For 43 years, Rhonda Frederick rendered faithful, conscientious and valuable service to People Inc., earning the admiration, esteem and affection of her colleagues; and WHEREAS, Rare indeed is the occurrence of such a compassionate blending of strength, leadership, intellect, and commitment as that demonstrated by Rhonda Frederick over a lifetime of sacrifice and dedication to others; now, therefore, be it RESOLVED, That this Legislative Body pause in its deliberations to congratulate Rhonda Frederick upon the occasion of her retirement after 43 years of distinguished service to People Inc., and to wish her well in all her future endeavors; and be it further RESOLVED, That a copy of this Resolution, suitably engrossed, be transmitted to Rhonda Frederick.
