       AN ACT to amend the navigation law, in relation to directing the depart-
         ment of environmental conservation to establish the universal  signage
         warning  of  the  threat of aquatic invasive species and providing for
         the elimination of such threat posed by watercraft
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1. The navigation law is amended by adding a new section 35-d
    2  to read as follows:
    3    S 35-D. AQUATIC INVASIVE SPECIES SIGNS AT PUBLIC BOAT  LAUNCHES.    1.
    4  THE  DEPARTMENT OF ENVIRONMENTAL CONSERVATION SHALL DESIGN AND ESTABLISH
    5  UNIVERSAL SIGNAGE WHICH MAY BE POSTED AT ANY ACCESS POINT TO THE NAVIGA-
    6  BLE WATERS OF THE STATE RELATING TO THE THREAT AND MITIGATION OF AQUATIC
    7  INVASIVE SPECIES, AS DEFINED IN SUBDIVISION TEN OF SECTION 9-1703 OF THE
    8  ENVIRONMENTAL CONSERVATION LAW, IN THE WATERS OF THE STATE. THE  DEPART-
    9  MENT  SHALL PROVIDE THE UNIVERSAL SIGNAGE ON ITS WEBSITE IN A DOWNLOADA-
   10  BLE FORMAT.
   11    2. COMMENCING WITHIN ONE YEAR OF THE EFFECTIVE DATE OF  THIS  SECTION,
   12  OWNERS OF EACH PUBLIC BOAT LAUNCH SHALL CONSPICUOUSLY POST THE UNIVERSAL
   13  SIGN OF NOT LESS THAN EIGHTEEN INCHES BY TWENTY-FOUR INCHES, ESTABLISHED
   14  PURSUANT  TO SUBDIVISION ONE OF THIS SECTION, AT EACH PUBLIC BOAT LAUNCH
   15  IN THE STATE.
   16    S 2. This act shall take effect immediately.
