STATE OF NEW YORK ________________________________________________________________________ 9525 IN ASSEMBLY January 19, 2018 ___________ Introduced by M. of A. L. ROSENTHAL -- read once and referred to the Committee on Alcoholism and Drug Abuse AN ACT to amend the mental hygiene law, in relation to establishing peer support services for family members of individuals affected by substance use disorders The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The mental hygiene law is amended by adding a new section 2 19.18-b to read as follows: 3 § 19.18-b Peer support services for families of substance abusers. 4 1. For purposes of this section "peer support services" means partici- 5 pant-centered services that emphasize knowledge and wisdom through lived 6 experience in which peers are encouraged to share their own personal 7 experience and first-hand knowledge of substance abuse, addiction, and 8 recovery to support those with family members affected by substance use 9 disorders. 10 2. The commissioner, in consultation with the department of health, 11 shall develop a pilot program to provide peer support services for fami- 12 lies of individuals affected by substance use disorders. The commission- 13 er shall identify and establish where such pilot program's services will 14 be provided. Such pilot program shall provide services to family members 15 including but not limited to: 16 (a) developing coping plans; 17 (b) raising awareness of existing social and other support services; 18 (c) modeling coping skills; 19 (d) accompanying clients to medical appointments; 20 (e) providing non-clinical crisis support after periods of hospitali- 21 zation or incarceration of family members; 22 (f) working with participants to identify strengths; 23 (g) educating program participants about various modes of recovery, 24 including, but not limited to, medication assisted treatment; and 25 (h) peer engagement coordination with law enforcement departments, 26 fire departments and other first responder departments to learn how to 27 assist any individual that is suffering from an apparent overdose. 28 § 2.
