SYNOPSIS

     Requires DOE to provide reimbursement of school district costs of providing protective face coverings and hand sanitizer for addressing transmission of COVID-19.

An Act concerning protective face coverings and hand sanitizer in public schools and supplementing chapter 40 of Title 18A of the New Jersey Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  A board of education that determines to purchase protective face coverings for students and hand sanitizer for each school district classroom for the purpose of addressing the transmission of the coronavirus disease 2019, may apply to the Department of Education for reimbursement of the costs of the purchase.

     b.    The Department of Education, in consultation with the Department of Health, may establish guidelines concerning the types of protective face coverings and hand sanitizer eligible for reimbursement under this act.

     c.     Within 30 days of receipt of a school district's application for reimbursement, the department shall reimburse the school district for the costs of the protective face coverings and hand sanitizer.

     d.    The reimbursement authorized under this section shall be paid, as permitted by federal law, from a portion of those federal funds allocated to the State from the federal "Coronavirus Relief Fund," established pursuant to the federal "Coronavirus Aid, Relief, and Economic Security Act," Pub.L.116-136.

 

     2.    This act shall take effect immediately and shall be retroactive to March 1, 2020.

 

 

STATEMENT

 

     Under this bill, a board of education that determines to purchase protective face coverings for students and hand sanitizer for each school district classroom for the purpose of addressing the transmission of the coronavirus disease 2019, may apply to the Department of Education (DOE) for reimbursement of the costs of the purchase.

     The DOE, in consultation with the Department of Health, may establish guidelines concerning the types of protective face coverings and hand sanitizer that will be eligible for reimbursement by the DOE.  The DOE will reimburse the school district for the costs of the protective face coverings and hand sanitizer within 30 days of receipt of a school district's application for reimbursement.

     Under the bill, the DOE will reimburse school districts, as permitted by federal law, from a portion of those federal funds allocated to the State from the federal "Coronavirus Relief Fund," established pursuant to the federal "Coronavirus Aid, Relief, and Economic Security Act."
