1.1A bill for an act
1.2relating to elections; providing term limits for state legislators and constitutional
1.3officers; proposing an amendment to the Minnesota Constitution, article IV,
1.4section 6; and article V, sections 2 and 4.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. CONSTITUTIONAL AMENDMENTS PROPOSED.
1.7An amendment to the Minnesota Constitution is proposed to the people. If the
1.8amendment is adopted, article IV, section 6, will read:
1.9Sec. 6. Senators and representatives shall be qualified voters of the state, and shall have
1.10resided one year in the state and six months immediately preceding the election in the
1.11district from which elected. A person may not be elected more than six times to the office
1.12of senator or ten times to the office of representative. Each house shall be the judge of the
1.13election returns and eligibility of its own members. The legislature shall prescribe by law
1.14the manner for taking evidence in cases of contested seats in either house.
1.15article V, section 2, will read:
1.16Sec. 2. The term of office for the governor and lieutenant governor is four years and
1.17until a successor is chosen and qualified. Each shall have attained the age of 25 years and,
1.18shall have been a bona fide resident of the state for one year next preceding his election,
1.19and shall be a citizen of the United States. A person may not be elected more than twice to
1.20the office of governor nor more than twice to the office of lieutenant governor.
1.21article V, section 4, will read:
1.22Sec. 4. The term of office of the secretary of state, attorney general and state auditor is
1.23four years and until a successor is chosen and qualified. A person may not be elected more
2.1than twice to the office of secretary of state, attorney general, or state auditor. The duties
2.2and salaries of the executive officers shall be prescribed by law.

2.3    Sec. 2. SUBMISSION TO VOTERS.
2.4(a) The proposed amendment must be submitted to the people at the 2014 general
2.5election. The question submitted must be:
2.6"Shall the Minnesota Constitution be amended to place limits on the number of
2.7terms of office that state legislators and constitutional officers may serve beginning with
2.8elections to those offices in 2014?

2.11(b) Notwithstanding Minnesota Statutes, section 204D.15, subdivision 1, the title
2.12for the question submitted to the people under paragraph (a) shall be "A constitutional
2.13amendment to limit the terms of state elected officials."

2.14    Sec. 3. APPLICABILITY.
2.15Elections prior to the 2014 general election must be disregarded in determining the
2.16limits imposed by the amendment in this act.
