1.1A bill for an act
1.2relating to education finance; providing full funding for the college concurrent
1.3enrollment program; appropriating money;amending Minnesota Statutes 2012,
1.4sections 124D.091; 126C.20.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. Minnesota Statutes 2012, section 124D.091, is amended to read:
1.7124D.091 CONCURRENT ENROLLMENT PROGRAM AID.
1.8    Subdivision 1. Accreditation. To establish a uniform standard by which
1.9concurrent enrollment courses and professional development activities may be measured,
1.10postsecondary institutions are encouraged to apply for accreditation by the National
1.11Alliance of Concurrent Enrollment Partnership.
1.12    Subd. 2. Eligibility. A district that offers a concurrent enrollment course according
1.13to an agreement under section 124D.09, subdivision 10, is eligible to receive aid for the
1.14costs of providing postsecondary courses at the high school. Beginning in fiscal year
1.152011, districts only are A district is eligible for aid under subdivision 3 if the college
1.16or university concurrent enrollment courses offered by the district are accredited by
1.17the National Alliance of Concurrent Enrollment Partnership, in the process of being
1.18accredited, or are shown by clear evidence to be of comparable standard to accredited
1.19courses, or are technical courses within a recognized career and technical education
1.20program of study approved by the commissioner of education and the chancellor of the
1.21Minnesota State Colleges and Universities.
1.22    Subd. 3. Aid. An eligible district shall receive $150 per pupil enrolled in a
1.23concurrent enrollment course. The money must be used to defray the cost of delivering
2.1the course at the high school. The commissioner shall establish application procedures
2.2and deadlines for receipt of aid payments.
2.3EFFECTIVE DATE.This section is effective for revenue for fiscal years 2014
2.4and later.

2.5    Sec. 2. Minnesota Statutes 2012, section 126C.20, is amended to read:
2.6126C.20 ANNUAL GENERAL EDUCATION AID APPROPRIATION.
2.7There is annually appropriated from the general fund to the department the amount
2.8necessary for general education aid under section 126C.13, concurrent enrollment aid
2.9under section 124D.091, the early graduation achievement scholarship program under
2.10section 120B.08, and the early graduation military service award program under section
2.11120B.09 . This amount must be reduced by the amount of any money specifically
2.12appropriated for the same purpose in any year from any state fund.
2.13EFFECTIVE DATE.This section is effective for revenue for fiscal years 2014
2.14and later.

2.15    Sec. 3. APPROPRIATION; CONCURRENT ENROLLMENT AID.
2.16$....... in fiscal year 2014 and $....... in fiscal year 2015 are appropriated from the
2.17general fund to the commissioner of education for concurrent enrollment aid under
2.18section 124D.091.
