(2) Except as otherwise provided by an administrative rule in effect on October 1, 1988, or as otherwise provided by law, a certificate, permit, authorization, endorsement, or approval, and the renewal of a certificate, certificate reinstatement, or authorization issued pursuant to under subsection (1) is valid for 5 years.

(3) A veteran or a military spouse may request a waiver for any of the fees listed under subsection (1) from the department in a form and manner prescribed by the department. Upon receipt of a request for a waiver submitted by a veteran or a military spouse under this subsection, the department shall grant the request for a waiver and shall waive 100% of the fee for which the veteran or the military spouse requested a waiver.

(a) "Active duty" means full-time duty in the United States Armed Forces, including the reserve components.

(b) "Military spouse" means the spouse of an active duty member of the United States Armed Forces, including the reserve components.

(c) "Veteran" means that term as defined in section 1 of 1965 PA 190, MCL 35.61.
