A bill to amend 1976 PA 451, entitled
"The revised school code,"
(MCL 380.1 to 380.1852) by adding section 1242.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 1242. (1) Not later than January 1, 2014, the board of a
school district or intermediate school district or board of
directors of a public school academy shall adopt and implement a
policy concerning the use of public resources for political
activities. At a minimum, the policy shall prohibit employees,
board members, and volunteers from doing any of the following:
(a) Engaging in any lobbying during school hours or other paid
work time.
(b) Expending public funds of the school district,
intermediate school district, or public school academy or using a
computer, computer program, telecommunications device, electronic
mail system, office supply, vehicle, or any other public resource
owned or under the control of the school district, intermediate
school district, or public school academy for any lobbying.
(c) Sending any political or lobbying literature or other
materials home with pupils or involving pupils in lobbying in any
way during school hours.
(2) Not later than October 1, 2013, the department shall
develop or adopt and make available to school districts,
intermediate school districts, and public school academies a model
policy that may be used for the purposes of this section.
(3) As used in this section, "lobbying" means that term as
defined in section 5 of 1978 PA 472, MCL 4.415.
