Bill Title: Congratulates Dan Gallagher on being elected as the new chief executive officer of Gallagher Asphalt Corporation and thanks him for his service to the citizens of the State of Illinois, especially minority students, and for his work to make our country a better place for all.

2 | WHEREAS, The members of the Illinois Senate wish to | ||||||
3 | congratulate Dan Gallagher on being elected as the new chief | ||||||
4 | executive officer of Gallagher Asphalt Corporation in 2023; | ||||||
5 | and
| ||||||
6 | WHEREAS, Dan Gallagher has been in paving most of his | ||||||
7 | life; he began his career at Gallagher Asphalt Corporation in | ||||||
8 | Thornton in 1987 as a third generation family member; and
| ||||||
9 | WHEREAS, Dan Gallagher is active in the Association of | ||||||
10 | Asphalt Paving Technologists and the Illinois Asphalt Pavement | ||||||
11 | Association, where he served as president; and
| ||||||
12 | WHEREAS, Dan Gallagher is a past chairman of the National | ||||||
13 | Center for Asphalt Technology and was the chairman of the | ||||||
14 | National Asphalt Pavement Association (NAPA) in 2017; and
| ||||||
15 | WHEREAS, Dan Gallagher serves on the Sustainability | ||||||
16 | Committee at NAPA and is a recognized leader in infrastructure | ||||||
17 | and transportation; and

18 | WHEREAS, Dan Gallagher understands that the foundation for | ||||||
19 | economic development rests on the quality of the entire | ||||||
20 | transportation system; and

1 | WHEREAS, Dan Gallagher served on the Peoria Sustainability | ||||||
2 | Commission as a long-standing member and as an advocate for | ||||||
3 | permeable pavement in conjunction with the Combined Sewer | ||||||
4 | Overflow (CSO) project; and

5 | WHEREAS, Dan Gallagher serves on the diversity and | ||||||
6 | executive boards of the Innovations Conference on | ||||||
7 | Infrastructure and offers significant support to minority and | ||||||
8 | women-owned business enterprises; and
| ||||||
9 | WHEREAS, Dan Gallagher has worked closely with Dr. | ||||||
10 | Al-Khafaji on the International Construction Innovations | ||||||
11 | Conference (ICIC 2004 and ICIC 2006), ICAT conferences, and | ||||||
12 | the Innovations Conference on Infrastructure; and

13 | WHEREAS, For over a decade, Dan Gallagher served as the | ||||||
14 | vice chair of the Sustainable Funding of Infrastructure Group | ||||||
15 | of Illinois (SFIG), formed by past Illinois Senate President | ||||||
16 | John Cullerton; and
| ||||||
17 | WHEREAS, For the past two decades, Dan Gallagher worked | ||||||
18 | with Dr. Amir Al-Khafaji to determine the annual guest list | ||||||
19 | for the executive summits that brought world-class leaders | ||||||
20 | from business, legislatures, government, and education to | ||||||
21 | address the major problems facing the infrastructure industry; |

2 | WHEREAS, Dan Gallagher traveled with Dr. Al-Khafaji as a | ||||||
3 | speaker at an international conference in Egypt to present an | ||||||
4 | article on funding sources of infrastructure in Illinois and a | ||||||
5 | second article on funding of infrastructure at the federal | ||||||
6 | level; and
| ||||||
7 | WHEREAS, Dan Gallagher supported minority students, | ||||||
8 | minority businesses, and the conferences led by Dr. Al-Khafaji | ||||||
9 | that became premier events where leaders gathered to build new | ||||||
10 | relationships and partnerships to help the State of Illinois | ||||||
11 | and the United States; and
| ||||||
12 | WHEREAS, The many conferences Dan Gallagher supported | ||||||
13 | attracted such guests as the Prime Minister of Egypt, the | ||||||
14 | President of the Illinois Senate, the Governor of Illinois, | ||||||
15 | the U.S. Secretary of Transportation, the Illinois Secretary | ||||||
16 | of Transportation, the Chicago Commissioner of Aviation, the | ||||||
17 | Chairman of the Illinois Tollway Authority, and CEOs of some | ||||||
18 | of the largest companies in the world; and

19 | WHEREAS, For more than a decade, Dan Gallagher worked with | ||||||
20 | Dr. Al-Khafaji to focus on the Illinois Capital Infrastructure | ||||||
21 | funding with senators, house members, governors, and CEOs of | ||||||
22 | major companies, including Caterpillar Inc., which helped |

1 | produce the $45 billion Rebuild Illinois Capital bill in 2019; | ||||||
2 | and
| ||||||
3 | WHEREAS, Dan Gallagher received the Sustainability Award | ||||||
4 | from the executive board of the ICAT conference that was | ||||||
5 | presented by then Illinois Senate President John Cullerton in | ||||||
6 | 2018; and
| ||||||
7 | WHEREAS, Dan Gallagher is grateful for the love and | ||||||
8 | support he has received from his family and especially his | ||||||
9 | wife, Sarah, his daughter, Janie, his son, Donald, his son, | ||||||
10 | William, his brother, Patrick, and his sisters, Peggy, Kerry, | ||||||
11 | Mary, Collen, and Katie; and
| ||||||
12 | WHEREAS, Dan Gallagher earned a Bachelor of Science in | ||||||
13 | Mechanical Engineering from Purdue University; therefore, be | ||||||
14 | it

15 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL | ||||||
16 | ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Dan | ||||||
17 | Gallagher on being elected as the new chief executive officer | ||||||
18 | of Gallagher Asphalt Corporation and thank him for his service | ||||||
19 | to the citizens of the State of Illinois, especially minority | ||||||
20 | students, and for his work to make our country a better place | ||||||
