Bill Title: Amends the Temporary Assistance for Needy Families Article of the Illinois Public Aid Code. Provides that the first $100 of child support collected on behalf of a family in a month for one child and the first $200 of child support collected on behalf of a family in a month for 2 or more children shall be passed through to the family and disregarded in determining the amount of the assistance grant provided to the family. Provides that any amount of child support that would be disregarded in determining the amount of the assistance grant shall be disregarded in determining eligibility for cash assistance. Effective immediately.

| 5 | on page 23, by replacing lines 4 through 25 with the following: | ||||||
| 6 | "Any person providing services as an individual provider
| ||||||
| 7 | under the Department's Home Services Program shall submit to a
| ||||||
| 8 | criminal history background check. The Department shall
| ||||||
| 9 | promulgate rules that (i) are necessary to implement this
| ||||||
| 10 | provision; and (ii) indicate any condition or circumstance when
| ||||||
| 11 | an individual provider shall be denied employment as a result
| ||||||
| 12 | of the criminal history background check. For purposes of this
| ||||||
| 13 | paragraph, "individual provider" means a person providing
| ||||||
| 14 | services under the Home Services Program who is a personal
| ||||||
| 15 | assistant, registered nurse, licensed practical nurse,
| ||||||
| 16 | certified nurse assistant, occupational therapist, physical
| ||||||
| 17 | therapist, or speech therapist and has been privately hired by
| ||||||
| |||||||
| |||||||
| 1 | the customer. | ||||||
| 2 | Any new person providing services as an individual provider
| ||||||
| 3 | under the Department's Home Services Program shall participate
| ||||||
| 4 | in a comprehensive in-person orientation, including fraud
| ||||||
| 5 | training. | ||||||
| 6 | Any person providing services as an individual provider
| ||||||
| 7 | under the Department's Home Services Program shall attend
| ||||||
| 8 | annual in-person training, including training in preventing
| ||||||
| 9 | fraud and abuse. | ||||||
| 10 | Individual providers shall be paid their regular hourly | ||||||
| 11 | wage
for all orientation and training hours.".
