Bill Title: Amends the River Conservancy Districts Act. Provides that a member of a board may not receive more than $6,000 per annum (instead of $3,000 per annum). Provides that at its discretion, a board may adjust the compensation amounts for inflation as determined by the Consumer Price Index for All Urban Consumers for all items published by the United States Department of Labor and rounded to the nearest $100. Provides that board members shall also be reimbursed for ordinary and necessary expenses incurred in performing the member's duties under the Act. Amends the Fox Waterway Agency Act. Provides that each director on the board of directors of the Fox Waterway Agency may receive up to $6,000 per year (instead of $3,000) and that the chairman of the board may receive up to $10,000 per year (instead of $5,000). Provides that at the board of directors of the Fox Waterway Agency's discretion, the board may adjust the compensation amounts for inflation as determined by the Consumer Price Index for All Urban Consumers for all items published by the United States Department of Labor and rounded to the nearest $100.

1 | AN ACT concerning local government.

2 | Be it enacted by the People of the State of Illinois, | ||||||
3 | represented in the General Assembly:

4 | Section 5. The River Conservancy Districts Act is amended | ||||||
5 | by changing Section 6 as follows:

7 | Sec. 6. The board of trustees shall exercise all of the | ||||||
8 | powers and control the affairs and property of the district. | ||||||
9 | The board at their first meeting in May of each year shall | ||||||
10 | elect one of their number as president, one of their number as | ||||||
11 | vice-president and one of their number as secretary. The board | ||||||
12 | may appoint an engineer who may be an individual, | ||||||
13 | co-partnership or corporation, an attorney, an executive | ||||||
14 | vice-president, a manager, a treasurer, and other engineers, | ||||||
15 | attorneys, agents, clerks and assistants for the district who | ||||||
16 | shall hold office during the pleasure of the board and who | ||||||
17 | shall give such bond as the board may require. The board may | ||||||
18 | prescribe the duties and fix the compensation of all the | ||||||
19 | officers and employees of the district. A member of the board | ||||||
20 | may not receive more than $6,000 $3,000 per annum. At the | ||||||
21 | Board's discretion, the Board may adjust the compensation | ||||||
22 | amounts for inflation as determined by the Consumer Price | ||||||
23 | Index for All Urban Consumers for all items published by the |

7 | Section 10. The Fox Waterway Agency Act is amended by | ||||||
8 | changing Section 6 as follows:

10 | Sec. 6. The Board shall meet as soon as practicable after | ||||||
11 | the directors assume the duties of office and shall meet at | ||||||
12 | least 6 times annually or more often at the discretion of the | ||||||
13 | Chairman or upon the request of 2/3 of the directors. The Board | ||||||
14 | shall select from its membership a Secretary and a Treasurer. | ||||||
15 | The Treasurer shall be custodian of all Agency funds and shall | ||||||
16 | be bonded in such amount as the other members designate. The | ||||||
17 | Chairman shall have the power to vote only in the event of a | ||||||
18 | tie, but shall fully participate as a director in all other | ||||||
19 | respects. Directors and the Chairman may be compensated at the | ||||||
20 | discretion of the Board in the sum of up to $6,000 $3,000 per | ||||||
21 | year for each director and up to $10,000 $5,000 per year for | ||||||
22 | the chairman, effective immediately upon approval of the | ||||||
23 | Board. At the Board's discretion, the Board may adjust the | ||||||
24 | compensation amounts for inflation as determined by the |
