Bill Title: Amends the Personnel Code. Provides that the written application, testing, and hiring procedures for all non-exempt State employment vacancies must be posted not only at the State agency or university's office but also on the State agency or university's website. Effective immediately.

1 | AN ACT concerning State government.

2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Personnel Code is amended by changing | |||||||||||||||||||
5 | Section 8b as follows:

7 | Sec. 8b. Jurisdiction B - Merit and fitness. (a) For | |||||||||||||||||||
8 | positions in the State service subject to the jurisdiction of | |||||||||||||||||||
9 | the
Department of Central Management Services with respect to | |||||||||||||||||||
10 | selection
and tenure on the basis of merit and fitness, those | |||||||||||||||||||
11 | matters specified
in this Section and Sections 8b.1 through | |||||||||||||||||||
12 | 8b.17.

13 | (b) Application, testing and hiring procedures for all | |||||||||||||||||||
14 | State
employment vacancies for positions not exempt under
| |||||||||||||||||||
15 | Section 4c shall be reduced to writing. The written procedures | |||||||||||||||||||
16 | shall be
provided to each State agency and university for | |||||||||||||||||||
17 | posting and public
inspection at each agency's office and each | |||||||||||||||||||
18 | university's placement office , as well as on their respective | |||||||||||||||||||
19 | websites .
The Director shall also annually prepare and | |||||||||||||||||||
20 | distribute a listing of entry
level non-professional and | |||||||||||||||||||
21 | professional positions that are most utilized by
State | |||||||||||||||||||
22 | agencies under the jurisdiction of the Governor. The position
| |||||||||||||||||||
23 | listings shall identify the entry level positions, localities |
| |||||||
| |||||||
1 | of usage,
description of position duties and responsibilities, | ||||||
2 | salary ranges,
eligibility requirements and test scheduling | ||||||
3 | instructions. The position
listings shall further identify | ||||||
4 | special linguistic skills that may be
required for any of the | ||||||
5 | positions.

7 | Section 99. Effective date. This Act takes effect upon | ||||||
8 | becoming law.
