Bill Title: Amends the Disabled Veterans Housing Act. Provides that the Department of Veterans' Affairs shall adopt general rules for determining the question of whether an applicant was a resident of this State at the time he or she entered the service or was discharged while being a resident of this State (rather than whether an applicant was a resident of this State at the time he entered the service), and shall prescribe by rule the nature of the proof to be submitted to establish the fact of residence.

1 | AN ACT concerning military service.
| ||||||||||||||||||||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Disabled Veterans Housing Act is amended by | ||||||||||||||||||||||||
5 | changing Section 3 as follows:
| ||||||||||||||||||||||||
6 | (330 ILCS 65/3) (from Ch. 126 1/2, par. 60)
| ||||||||||||||||||||||||
7 | Sec. 3.
Application for assistance under this Act shall be | ||||||||||||||||||||||||
8 | made by the
veteran to the Illinois Department of Veterans' | ||||||||||||||||||||||||
9 | Affairs and shall be
accompanied by satisfactory evidence that | ||||||||||||||||||||||||
10 | the
veteran has been approved by the Administrator of Veterans' | ||||||||||||||||||||||||
11 | Affairs for
assistance in acquiring a suitable dwelling unit or | ||||||||||||||||||||||||
12 | in remodeling a dwelling
not adapted to the requirements of his | ||||||||||||||||||||||||
13 | disability. The application shall
contain such information as | ||||||||||||||||||||||||
14 | will enable the Illinois Department of Veterans'
Affairs to | ||||||||||||||||||||||||
15 | determine the amount of assistance
to which the veteran is | ||||||||||||||||||||||||
16 | entitled. The Illinois Department of Veterans'
Affairs shall | ||||||||||||||||||||||||
17 | adopt general rules for determining
the question of whether an | ||||||||||||||||||||||||
18 | applicant was a resident of this State at the
time he or she | ||||||||||||||||||||||||
19 | entered the service or was discharged while being a resident of | ||||||||||||||||||||||||
20 | this State , and shall prescribe by rule the nature of the
proof | ||||||||||||||||||||||||
21 | to be submitted to establish the fact of residence. The | ||||||||||||||||||||||||
22 | Illinois
Department of Veterans' Affairs shall adopt | ||||||||||||||||||||||||
23 | guidelines for determining types
of remodeling and adaptations |

1 | which are reasonably necessary because of
a veteran's | ||||||
2 | disability, for a veteran eligible for assistance under
Section | ||||||
3 | 2.1 of this Act.
