SENATE CONCURRENT

RESOLUTION

 

 

requesting the department of health's developmental disabilities division to find a source of funding to subsidize the development of affordable housing for people with intellectual and developmental disabilities.

 

 


     WHEREAS, individuals with developmental disabilities are disproportionately low-income and are often being priced out of many neighborhoods, especially in urban areas, as rental prices continue to increase and affordable housing options diminish; and

 

     WHEREAS, individuals with developmental disabilities compete with the general population with regard to housing; and

 

     WHEREAS, some of these individuals rely on Supplemental Security Income, which is the federal income maintenance program that assists people with significant and long-term disabilities who have no assets and no other source of income, to meet their basic needs; and

 

     WHEREAS, the Supplemental Security Income payment is insufficient to cover the cost of renting a studio unit in the State, especially in areas where many necessary services are available; and

 

     WHEREAS, because of the disparity between the Supplemental Security Income payment and high housing costs, individuals with developmental disabilities are often forced into homelessness or segregated, restrictive, and costly institutional living arrangements; and

 

     WHEREAS, in light of the inadequate federal resources for supporting individuals with developmental disabilities with appropriate housing, it is critical to identify opportunities for supplementing support at the state level; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, the House of Representatives concurring, that the Department of Health's Developmental Disabilities Division is requested to identify potential sources of funding to subsidize the development of affordable housing for people with intellectual and developmental disabilities; and

 

     BE IT FURTHER RESOLVED that the Developmental Disabilities Division is urged to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature prior to the convening of the Regular Session of 2021; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor and Director of Health.
