SENATE CONCURRENT

RESOLUTION

 

 

requesting the convenING OF a Hawaiian Cultural Resources Working Group to develop an action plan for the establishment and maintenance of a comprehensive Hawaiian cultural resources inventory database.

 

 


     WHEREAS, a successful, sustainable tourism industry in Hawaii honors Hawaii's host culture, its people, and its history; protects its unique natural environment; and engages local communities; and

 

     WHEREAS, Hawaiians and the Hawaiian culture are what continue to make Hawaii unique and different from other destinations around the world; and

 

     WHEREAS, many organizations, businesses, and other entities have incorporated Hawaiian cultural values, such as the Native Hawaiian Hospitality Association's "Ola Hawaii, Hawaii Lives", a train-the-trainer program for Hawaiians to provide cultural education for managers and employees in the tourism industry and consultation in cultural competency in the workplace; and

 

     WHEREAS, this is only one example of how the knowledge of Hawaiian culture can be beneficial in a workplace setting, even a workplace setting that may not be directly involved with Hawaiian cultural practices and traditions; and

 

     WHEREAS, while numerous Hawaiian and other organizations and agencies compile and maintain cultural resource information, there is no central collection point for this valuable information; and

 

     WHEREAS, a centralized cultural resources inventory would provide resources to help visitor industry businesses create a uniquely Hawaiian visitor experience from arrival to departure; and

 

     WHEREAS, there is a compelling need to compile and maintain comprehensive information regarding Hawaii's extensive Hawaiian cultural resources and programs that incorporate these resources if these resources are to be preserved and the knowledge passed on; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, the House of Representatives concurring, that the Office of Hawaiian Affairs is requested to convene a Hawaiian Cultural Resources Working Group to develop an action plan for the establishment and maintenance of a comprehensive Hawaiian cultural resources inventory database; and

 

     BE IT FURTHER RESOLVED that the working group include representatives from the Hawaii Tourism Authority, State Foundation on Culture and the Arts, University of Hawaii School of Travel Industry Management and Hawaiian Studies programs, Hawaii Hotel and Lodging Association, Native Hawaiian Hospitality Association, Activities and Attractions Association of Hawaii, Hawaii Ecotourism Association, business organizations, financial institutions, residents, visitors, and other appropriate public agencies and private organizations; and

 

     BE IT FURTHER RESOLVED that the action plan consider the incorporation of:

 

     (1)  Information relating to Hawaiian cultural resources, including publicly available information and cultural programs and activities from private entities or organizations;

 

     (2)  Programs and activities with particular relevance to the visitor industry;

 

     (3)  Activities promoted by local organizations and community groups to organize Hawaiians and disseminate information about Hawaiian culture; and

 

     (4)  Other relevant information, as appropriate, to strengthen the knowledge base of Hawaiian cultural resources statewide; and

 

     BE IT FURTHER RESOLVED that the action plan include specific recommendations for:

 

     (1)  Making the information accessible, including through online and other technologically-based access;

 

     (2)  Personnel, financial, and other resources necessary to establish and maintain a comprehensive Hawaiian cultural resources inventory database;

 

     (3)  Strategies to maximize utilization and implementation of the Hawaiian cultural resources inventory database in the area of workforce development (e.g., development of a standardized curriculum in Native Hawaiian culture and creation of an award recognizing excellence in integrating Native Hawaiian culture and values in the workplace);

 

     (4)  The entity to house and maintain the inventory database; and

 

     (5)  A timeline, from the planning through data collection and completion of the initial inventory; and

 

     BE IT FURTHER RESOLVED that the Office of Hawaiian Affairs submit the action plan developed by the Hawaiian Cultural Resources Working Group to the Governor and the Legislature no later than twenty days prior to the convening of the Regular Session of 2012; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, President of the Senate, Speaker of the House of Representatives, Office of Hawaiian Affairs, Hawaii Tourism Authority, State Foundation on Culture and the Arts, University of Hawaii School of Travel Industry Management and Hawaiian Studies programs, Hawaii Hotel and Lodging Association, Native Hawaiian Hospitality


Association, Activities and Attractions Association of Hawaii,

and Hawaii Ecotourism Association.
