STATE OF HAWAII

SENATE CONCURRENT

RESOLUTION

 

 

Requesting the department of transportation to develop a plan for the cost-effective disposition of the safe travels thermal screening and tracing camera equipment and other related operations.

 

 

     WHEREAS, the legislature found that during the coronavirus disease 2019 pandemic, detecting air travelers with a temperature of 100.4 degrees or higher was a necessary step to ensure the safety of the State of Hawaii and its residents; and

 

     WHEREAS, to keep the State's airports open, in May 2021, thermal screening and tracing camera equipment were installed at the State's five major airports at a cost of $27,000,000; and

 

     WHEREAS, the thermal screening and tracing camera equipment became a critical part of the Safe Travels Screening Program and provided the Safe Travels Program and the Department of Health with a baseline in detecting possible SARS-CoV-2 positive passengers; and

 

     WHEREAS, the Safe Travels Program and Emergency Proclamation terminates on March 25, 2022, at 11:59 P.M.; and

 

     WHEREAS, as the thermal screening and tracing camera equipment is an asset of the airports, it would be prudent for the Department of Transportation Airports Division to develop a plan for repurposing the equipment for the security and safety of the traveling public; and

 

     WHEREAS, the thermal screening and tracing camera equipment maintenance contract will terminate on June 30, 2022; and

 

     WHEREAS, it would be fiscally responsible for the Department of Transportation Airports Division to work with the airport stakeholders to agree on uses for the equipment for the betterment of the airport and the traveling public; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, the House of Representatives concurring, that the Department of Transportation Airports Division is requested to develop a preliminary draft thermal screening and tracing camera repurpose plan for its five major airports; and

 

     BE IT FURTHER RESOLVED that the Department of Transportation Airports Division is requested to submit the preliminary draft, with an implementation date, to the Legislature no later than July 1, 2022; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, Director of Transportation, Deputy Director of the Transportation Airports Division.
