HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING THAT THE GOVERNOR ESTABLISH A LEADERSHIP ACCELERATOR PROGRAM FOR EXCEPTIONAL MANAGERS IN STATE GOVERNMENT.

 

 

 


     WHEREAS, the Hawaii state government relies upon its workforce of dedicated public employees to provide vital services that improve, strengthen, and protect communities across the State; and

 

     WHEREAS, public employees in managerial roles serve an important function in overseeing the efficient delivery of these public services; and

 

     WHEREAS, it is imperative for state government to recognize and foster its managers as the leaders of Hawaii's future; and

 

     WHEREAS, the Governor should assemble a cohort of managers from state government who are rising leaders with exemplary performance to receive specialized, regular leadership training; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of State of Hawaii, Regular Session of 2024, the Senate concurring, that the Governor is requested to establish a leadership accelerator program to:

 

     (1)  Acknowledge, train, and develop exceptional managers in state government; and

 

     (2)  Build relationships between such talented individuals to break down silos and create channels of communication between state departments; and

 

     BE IT FURTHER RESOLVED that the program is requested to include managers from each state department who are rising leaders with exemplary performance, to be recommended by the head of each department; provided that the total group size should not exceed forty participants; provided further that the number of participants from each department shall be roughly proportional to the size of the department, at the discretion of the Governor; and

 

     BE IT FURTHER RESOLVED that the program is requested to hold regularly scheduled leadership training meetings each month; and

 

     BE IT FURTHER RESOLVED that the program is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Governor, Legislature, and each department head no later than twenty days prior to the convening of each regular session; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor and each department head in the Executive Branch.
