RESOLUTION
Urging
Congress to adopt and submit to the states for ratification an amendment to the
United States Constitution relating to the adoption and challenge of laws; and
for other purposes.
WHEREAS,
Article V of the United States Constitution provides that Congress may propose
amendments to the Constitution and submit such proposed amendment to the states
for ratification.
NOW,
THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of
this body urge Congress to propose and submit to the states for ratification an
amendment to the Constitution which would provide:
"Section
1. No bill shall pass that refers to more than one subject matter.
Section
2. Any citizen of these united States shall have standing to challenge the
constitutionality of any bill or resolution passed or in any way adopted by the
Congress or any House thereof."
BE
IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized
and directed to transmit appropriate copies of this resolution to each member of
the Georgia delegation to Congress.
