DELAWARE STATE SENATE

145th GENERAL ASSEMBLY

SENATE CONCURRENT RESOLUTION NO. 38

URGING THE DELAWARE HERITAGE COMMISSION TO UNDERTAKE THE STATE'S OFFICIAL OBSERVANCE OF THE 150TH ANNIVERSARY OF THE CIVIL WAR BETWEEN 2011 AND 2015,

AND TO ASSIST OTHER ORGANIZATIONS IN THEIR COMMEMORATIVE EFFORTS.



WHEREAS, Section 3203 of Title 29 of the Delaware Code provides in part that the Delaware Heritage Commission "shall plan, encourage, develop, coordinate and implement observances and activities pertaining to...significant historical events that occurred in Delaware or involved Delaware citizens during the years preceding and following the ratification and adoption of the Constitution of the United States"; and

WHEREAS, the 150th Anniversary of one of the most momentous events in our state's history and that of the United States, the Civil War, will begin in the spring of 2011 and extend through the spring of 2015; and

WHEREAS, although no battle of the Civil War was fought on Delaware soil, many thousands of Delawareans took part in the conflict, and the lives of nearly all Delaware citizens were directly impacted; and

WHEREAS, several Delaware sites, such as Fort Delaware on Pea Patch Island in the Delaware River and the E. I. du Pont de Nemours & Company gunpowder mills on the Brandywine, played an integral part in the war and the events leading to and ensuing therefrom; and

WHEREAS, many Delaware groups and organizations have a strong interest in observing the 150th Anniversary of the Civil War with special activities and events; and

WHEREAS, a principal focus of the 150th Anniversary observance is to give Delaware's school children an opportunity to explore and learn about this event which has had such a profound impact on the world they now inhabit;

NOW, THEREFORE:

BE IT RESOLVED by the Senate of the 145th General Assembly of the State of Delaware, the House of Representatives concurring therein, that the members do hereby urge the Delaware Heritage Commission to carry out the state's official observance of the 150th Anniversary of the Civil War through special events and publications and to provide assistance to such other organizations as historical societies, Civil War Round Tables and similar organizations in planning and carrying out their own observances.

BE IT FURTHER RESOLVED that the Delaware Heritage Commission, working with such organizations as the Delaware Public Archives, the Delaware Historical Society and the Delaware Division of Historical and Cultural Affairs, make a concerted effort to provide educational resource materials relating to Delaware's part in the Civil War for the use of Delaware school children in their studies.

BE IT FURTHER RESOLVED that suitable copies of this resolution be provided, upon its passage, to the Delaware Heritage Commission for distribution to any and all interested organizations and persons.


SYNOPSIS

This Senate Concurrent Resolution urges the Delaware Heritage Commission to undertake the state's official observance of the 150th Anniversary of the Civil War with various events and publications during the anniversary period, 2011-2015.It further urges the Heritage Commission to assist local historical societies and other organizations with their own events and to provide historical resource and enrichment materials for Delaware school children to help them learn about this very important chapter in our state's, and our nation's, history.
