HOUSE CONCURRENT RESOLUTION NO. 58
ESTABLISHING RAVE SECURITY SYSTEMS IN ALL PUBLIC AND CHARTER SCHOOLS THROUGHOUT DELAWARE TO ENHANCE THE SAFETY AND SECURITY OF EVERY STUDENT, STAFF MEMBER, AND PARENT.
WHEREAS, schools face budget shortfalls while having to prepare for more threats than ever; and
WHEREAS, RAVE lifesaving mobile technology has proven to be a cost effective way to improve safety through mobile panic buttons and early intervention technology; and
WHEREAS, the RAVE panic button applications deliver critical response data to 9-1-1 dispatchers and first responders, giving them tools to coordinate a faster and more effective response; and
WHEREAS, 69% of active shooter incidents last between only 2 to 5 minutes and 80% of teachers have had one victimization experience in the last 12 months; and
WHEREAS, RAVE mobile technology impacts all emergencies and button administrators have complete visibility into every panic button activation on campus as well as its location, incident type, and locations facility data; and
WHEREAS, RAVE mobile technology has been identified by the Department of Safety and Homeland Security as the preferred mobile application to be used in Delaware schools; and
WHEREAS, the State’s E-911 Board has approved the purchase of the RAVE security system enabling local school districts to use this system at no cost.
NOW, THEREFORE:
BE IT RESOLVED by the House of Representatives of the 150th General Assembly of the State of Delaware, the Senate concurring therein, that the Department of Education implement RAVE security systems in all Public and Charter schools throughout the State.
SYNOPSIS
This concurrent resolution encourages the Department of Education to establish RAVE security systems in all public and charter schools.
