BILL NUMBER: SB 1095 INTRODUCED BILL TEXT INTRODUCED BY Senator Evans (Coauthor: Assembly Member Levine) FEBRUARY 19, 2014 An act to amend Section 253.2 of the Streets and Highways Code, relating to highways. LEGISLATIVE COUNSEL'S DIGEST SB 1095, as introduced, Evans. State Highway Route 12. Existing law provides for the California Transportation Commission, except as otherwise provided by law, to adopt the location for a state highway on routes authorized by law. Existing law generally describes the various authorized routes in the state highway system. Existing law also describes the various segments of state highway routes that are authorized to be developed as freeways and expressways, and includes these segments in the freeway and expressway system. Existing law includes specified segments of State Highway Route 12 in the freeway and expressway system, including a segment between Route 101 near Santa Rosa to Melita Road near Santa Rosa. This bill would revise the description of this segment of State Highway Route 12 in the freeway and expressway system to instead refer to the portion of the segment from Route 101 in Santa Rosa to Farmers Lane in Santa Rosa, thereby deleting a porton of State Highway Route 12 from the freeway and expressway system. The bill would also state the intent of the Legislature to enact legislation to declare as surplus property approximately 55 acres of the right-of-way acquired by the Department of Transportation for the now abandoned State Highway Route 12 freeway alignment in the City of Santa Rosa and the County of Sonoma, and to transfer the property to local agencies for park and recreation purposes, to be known as the Southeast Greenway. Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. It is the intent of the Legislature to enact legislation to declare as surplus property approximately 55 acres of the right-of-way acquired by the Department of Transportation for the now abandoned State Highway Route 12 freeway alignment in the City of Santa Rosa and the County of Sonoma, and to transfer the property to local agencies for park and recreation purposes, to be known as the Southeast Greenway. SEC. 2. Section 253.2 of the Streets and Highways Code is amended to read: 253.2. The California freeway and expressway system shall also include: Route 1 from: (a) Los Angeles-Ventura county line to Route 101 near El Rio. (b) Route 101 near Las Cruces to Route 227 south of Oceano. (c) Route 101 near San Luis Obispo to San Simeon. (d) The north city limits of Carmel to the west city limits of Santa Cruz. (e) The Higgins-Purisima Road to Route 280 south of San Francisco. (f) Route 280 to the San Francisco county line. (g) Route 101 near the southerly end of Marin Peninsula to the vicinity of Valley Ford. (h) Route 128 near the mouth of the Navarro River to Route 101 near Leggett. Route 2 from Glendale Boulevard in Los Angeles County to Route 210. Route 3 from Route 299 near Weaverville to Route 5 near Yreka. Route 4 from: (a) Route 80 in Hercules to Route 99 near Stockton. (b) Route 99 near Stockton to Route 65. Route 12 from: (a) Route 1 near Valley Ford to Route 101atin Santa Rosa. (b) Route 101nearin Santa Rosa toMelita Road nearFarmers Lane in Santa Rosa.
